CAEP Annual Accountability Measures
The Council for the Accreditation of Educator Preparation (CAEP) Accountability Measures are used to provide information to the public on both program outcomes and program impact. Annual updates to these data are made during spring term of the current AY. Our focus continues to be on aligning systems and identifying measures that are meaningful for program improvement.
Following is the list of CAEP measures with links to information that provide supporting evidence for each measure:
Measure 1 (Initial): Completer effectiveness (R4.1)
Data must address: (a) completer impact in contributing to P-12 student-learning growth AND (b) completer effectiveness in applying professional knowledge, skills, and dispositions.
-
Completer Effectiveness in applying Professional knowledge, Skills, and Dispositions
- Completer Impact on P-12 Learning and Development
Measure 2 (Initial and Advanced): Satisfaction of employers and stakeholder involvement. (R4.2|R5.3| RA4.1)
Measure 3 (Initial and Advanced): Candidate competency at completion. (R3.3)
These data reflect the ability of our candidates to meet licensing and state requirements and additional measures we use to determine candidate competency at program completion.
Licensure rates for initial programs and cohort-based advanced programs are provided below. Please note that candidates can be program finishers (completed all coursework successfully) but not “completers” if they have not yet passed a required exam or completed the paperwork to be recommended for a license.

Measure 4 (Initial and Advanced): Ability of completers to be hired (in positions for which they have prepared.)
- Employment data for 2021-22 AY initial program completers: These data were complied from both our internal surveys of graduate employment and data provided by the Oregon Higher Education Coordinating Commission. We found that 95% of our Secondary completers and 100% of our Elementary-Multiple Subjects completers recommended for licensure in this AY have employment in the field for which they were trained.
- Employment data for 2021-22 Advanced program completers: Educator employment data received from the Oregon Higher Education Coordinating Commission on 4/22/24 are currently being analyzed. We will post the results of advanced program completers having employment in the field for which they were trained shortly.
- Lewis & Clark College Loan Default Rates (Undergraduate, Law and Graduate School combined, are shown below). This information was compiled by the College’s financial aid department with the data shown below extracted from https://nslds.ed.gov/nslds/nslds_SA/defaultmanagement/cohortdetail_3yr.cfm?sno=7&ope_id=003197. Below are the most recently reported rates our students have on their loans, which shows their ability to pay back student loans given their current income. Our most recently reported default rate (2019) is 1.2% which is slightly lower than the 2018 reported default rate 0f 1.3%. The FY 2019 national cohort default rate is 2.3%./live/files/34617-initial-programs-licensure-rate-4-20-23pdf
